Will Medicaid Pay for in Home Care

There are many types of Medicaid programs, some of which will cover in-home care services. These programs are known as Home and Community Based Services, or HCBS waivers. HCBS waiver services are available through most state Medicaid programs. HCBS waivers often have strict eligibility requirements, with income limits and asset limits. Waiver programs are for individuals who wish to remain in their own homes, but require skilled nursing care or long-term care, which would otherwise take place in a nursing home.

Medicaid waivers may include the following covered services: assistance with activities of daily living (ADLs), nursing services, respite care, physical therapy, speech therapy, personal care, meal preparation, medical equipment, and home modifications. Caregivers and home health aides will come into the home to provide services, although occasionally services may be provided at an assisted living facility or an adult day care. Personal care services are usually capped at a set number of hours per week, and personal care assistance will not be available 24/7.

It is important to note that these home health care services are not an entitlement program, meaning that not every medically and financially eligible person will be able to receive services. There are a certain number of spots in this program, which means that there are often wait lists to receive home health services.
