Arkansas Medicaid, overseen by the Arkansas Department of Human Services (DHS) provides certain waiver programs for those needing Medicaid care but wish to stay at home or in an assisted living facility. These waiver services are known as Home and Community-Based Services (HCBS). Some HCBS programs allow for in-home care or care in an assisted living facility for persons who would otherwise need a nursing facility level of care. In addition, HCBS are also available for those with developmental disabilities, intellectual disabilities, autism, behavioral health conditions, and physical disabilities. HCBS can provide long-term services like assistance with daily living and personal care, and can also allow for a higher level of community engagement. These Medicaid waiver programs also allow for person-centered, self-directed care in a supportive living environment. Most of these services and perks are not provided by Medicare, making Arkansas Medicaid Waiver programs popular for those with appropriate care needs. However, after the application process is completed, most waiver programs have a waiting list. This means that people who meet eligibility requirements usually do not receive immediate approval for support services. These people may choose to enter a nursing home instead. For long-term care in a nursing home, however, Medicaid waiver services are not available and vendor Medicaid must be utilized for care services.
